The corporate history of Pagateq from 1994 to today
Our company history began in 1994. On 26 October, the VÖB-ZVD Zahlungsverkehrsdienstleistungsgesellschaft GmbH was founded and entered in the commercial register for the first time.
In the first ten years of our history, we primarily took on official duties for the German Banking Industry Committee and the public-sector banks. But it quickly became clear that we could also profitably use our know-how and experience in the payment environment for customers beyond the association's internal boundaries.
As a result, we have steadily developed into the accessible, innovative and competent partner that puts its customers and their needs at the centre and lets them shine.
In 2022, we are giving this development process a visual identity with our new brand profile "Pagateq".

1994
On 26 October, the VÖB-ZVD Zahlungsverkehrsdienstleistungsgesellschaft GmbH is founded and entered in the commercial register.
1995
The first milestone: We start producing bank cards for the Deutsche Postbank AG. With the introduction of the GeldKarte in Germany, the Postbank was looking for a suitable service provider, and found one in us. This marks the birth of the VÖB-ZVD as a banking industry publishing house with card and PIN production for the ZKA Chip Card.
1995/96
With the admission as a functional test laboratory of the Central Credit Committee (today The German Banking Industry Committee DK), we obtained a core duty, which we still fulfil today.
With the introduction of the ZKA Chip Card in 1995/96, the four banking industry organisations decide that the quality assurance of the chip cards and the payment terminals should be provided by a central service provider in order to guarantee the security and interoperability of the chip-based payment systems GeldKarte and electronic cash (predecessor of the girocard).
The responsibility for the quality assurance of the terminals is delegated to us. Subsequently, we set up the terminal function test in our premises in Bonn.
1998
In 1998, we put one of four GeldKarte Evidence Centres into operation. In the course of the development of the GeldKarte as a procedure for cashless payments in the smallest amount range (e.g. parking ticket machines), clearing centres - so-called Evidence Centres - become necessary in order to manage the respective money flows on the cards (top-ups, clearings, payments).
The first field trial in Ravensburg in 1996 started off quite simple. At that time, test participants could top up up their cards with up to 400 Deutschmarks and use them to pay without any legitimisation such as a signature or PIN. The procedure still exists in this form today.

1998
In addition this year, we also take over the setup of a national headend and transfer point for the area of public-sector banks.
So that each customer bank does not have to set up its own communication channels with each acquiring bank - whether domestic or foreign - the German Banking Industry Committee (formerly: Central Credit Committee) paid attention to an efficient and secure design of the required infrastructure already in the early days of cashless payments. This is why the planned architecture stipulates that each association area employs a central service provider to take over the routing and processing of cashless payments.

2000
We receive permission from BaFin to operate banking business. This lays the important foundation for the further development of the company in the banking sector.
2001
To reflect the new opportunities, the company is renamed VÖB-ZVD Bank für Zahlungsverkehrsdienstleistungen GmbH.
April 2001
An important date in the company's history: In April 2001, "DirectPOS", our first e-payment platform, is launched. Over the years, this platform had been continuously expanded to become our present-day, multi-client capable e-payment platform "Pagateq Payment Solution". So what we started back in the day is still successfully in use for our customers today with increasingly diverse possibilities and, thanks to constant further development, is at the cutting edge of technology.
June 2001
Shortly afterwards, in June 2001, we are granted the licence as a network operator in the electronic cash system (today: girocard).

2003
On 1 April 2003, we launch - in particular for the members of the Association of German Public Banks (VÖB) - the account information access system according to §24c KWG. This enables the institutions connected to the system to make their account data available to the administrative bodies for queries.
2003
This year we receive our first certification according to AIS SDP - the VISA and Mastercard credit card transaction security systems. Today, this standard is known as PCI DSS and is binding for all companies that process, transmit or store credit card transactions.
2007
In March 2007, we start operating white-label ATMs for our customers. We receive all the necessary approvals for the ATM business from BaFin and can now support service companies in setting up ATMs at credit institution-neutral locations. All the while, our customers remain the visual identity for the user with their brand.

2008/2009
Under the leadership of the Postbank, an Integrated Cash Management System is implemented for the Shell Deutschland Oil GmbH. As a result this:
reduces the risk of a robbery for the participating petrol stations, as the money collected is directly deposited in a safe
reduces the effort involved in balancing the cash, as the money collected and paid out is counted automatically
increases the cash supply offer for Postbank customers considerably
accelerates credit and debit entries for petrol station tenants
The first pilot installation for Postbank customers goes into operation in the summer of 2009. One year later, all bank customers in Germany are able to withdraw cash with their debit card at more than 1,200 Shell petrol stations. For customers of the Cash Group banks, the offer is even free of charge.
In this context, we take over the transaction processing service, the clearing of cash withdrawals and lessee credits as well as the cash prediction.

2012
In August 2012, the VÖB-ZVD Bank and the Betriebs-Center für Banken Processing (BCB Processing) are merged to form the VÖB-ZVD Processing GmbH. In doing so, the Deutsche Postbank AG (now Deutsche Bank AG) bundles its services for processing card-based payment transactions and strengthens its competitiveness in this promising growth market for the future.

August 2017
In August 2017, the Frankfurt girocard network operation is successfully sold.

June 2019
In June 2019, BaFin decisively expands our authorisation in the area of PSD2 services. As the first credit industry company, we possess not only the corresponding IT platform, but also the necessary BaFin licences to be able to offer our customers payment initiation services and account information services.
2022
Launch of the "Pagateq" brand. Having started as an internal service provider, over the years we have developed into a competent and innovative partner in the payment environment that works together with its customers to develop the solutions they need - at eye level and in partnership. At the same time, never forgetting where we come from. We have always maintained close relationships with the payment schemes, giving our customers the advantage they need.
Our exceptional competence in the field of payment transactions continues to be both our claim and our trademark. This is also what we want to express with our new brand identity.
